Can an employer hold an employee salary after resignation in Malaysia?

I am working in HR payroll. One of our ex-colleagues resigned last month, but my boss doesn't like this ex-colleague's work attitude and has decided not to pay this employee after their resignation. Is this illegal? Can an employer hold an employee's salary after resignation in Malaysia?

Employers must pay their employees promptly. Salary should be given within 7 days after the end of each pay period. When an employee resigns and completes their notice period, they should receive their final payment on their last working day.
