What can a company do if an employee signs an offer letter but suddenly backs out and refuses?

One of the candidates has signed the offer letter but suddenly refuses to join, what can I do?

According to Malaysian Contract Law, an offer letter issued by a company and accepted by an employee is classified as a contract! So, if the employee refuses, the company can take legal action! However, based on previous cases, the employee is only asked to pay a small amount of nominal damages, so many companies avoid legal action as the costs often surpass the compensation, making it not worthwhile.
